弱智男控通訊業者　以0元手機強綁13支

【林媛玲／台北報導】桃園市輕度智障林姓男子今在北市議員張茂楠陪同下舉行記者會，他說兩年前有男子打電話給他說手機０元不用付錢，對方用宅急便寄合約書，他簽名附上證件就拿到手機，後來對方一直打給他，他在遠傳辦了7個門號，其他人又打給他辦了台灣大6個門號，但他當搬運工每月只賺1萬多元，現在已付不出錢也繳不出違約金，只能向父親求助，兩年多來他根本不清楚繳了多少電信費。

張茂楠控訴，通訊行業務員為業績不擇手段，拿弱智者開刀，家屬月前已花了2萬多元與遠傳解約2支門號，但仍有11支門號仍未解決，每個月至少要花4、5千元繳基本費，通訊行甚至還寄山寨機給弱智生，根本就是霸凌弱智，要求消保官應督促遠傳及台哥大及通訊業者。

北市消保官則指，將邀集電信業與當事人進行協商，也建議家裡有成年身心障礙者，家屬可到法院辦理監護宣告，如此身心障礙者的法律行為將無效，另也可向電信業者辦理身心障礙者限辦門號的註記申請。
